The governments of Telangana and Andhra Pradesh on Wednesday cleared the guidelines prepared by the CR Kamalanathan Committee, appointed by the Centre to distribute government employees between the two states. Without making any changes in the draft guidelines, the two states unanimously approved them and sent it to the Department of Personnel and Training (DoPT).

AP chief secretary IYR Krishna Rao and his Telangana counterpart Rajiv Sharma successfully sorted out differences over issues related to the draft guidelines. A senior official present at the meeting confirmed the guidelines would now be forwarded to the central government for approval. After the GOI approval, the committee will meet again and begin distribution of employees, the official added.

The Telangana government agreed to absorb employees working in seven mandals in Khammam district transferred to Andhra Pradesh. A decision is likely to be taken on clause 18 F of draft guidelines which will allow inter-state allotments. The Telangana staff submitted a memorandum objecting to the clause. Both chief secretaries, however, agreed to take action on the issue after the GOI approval as creation of supernumerary posts is in the domain of state governments.

Telangana chief secretary Rajiv Sharma agreed to review some of the government orders issued changing the status of some backward castes as the matter is coming in the way for admissions and appointments in both state governments. Some castes which were in BC list when the state was united have been removed by Telangana government resulting in change of status of about 32 castes. Since Eamcet counselling is on, students are in trouble as both states have different sets of BC castes. When IYR Krishna Rao brought this up, Rajiv Sharma agreed to review the order and pave way for smooth counselling.

Two chief secretaries also agreed to revamp boards of all government corporations in both states, which was held back due to lack of clarity from the Centre. Corporations including APIIC, Transco and Genco will get new boards in two weeks. Similarly, the chief secretaries discussed some contentious issues including change of names of educational institutions and the delay in the release of salaries to employees. Both agreed to examine the issues and sort them out.
