The United States has identified three cities to partner in Prime Minister Narendra Modi’s Smart Cities Initiative.

“The US is looking at Vishakhapatnam, Ajmer and Allahabad,” Kathleen Stephens, US charge d’affaires told HEADLINES TODAY in an exclusive interview.

Stephens is headed for Ajmer on Monday.

“PM Modi’s smart cities initiative instantly grabbed the attention of US secretary of commerce Penny Pritzker. She roped in American businesses to look at this initiative. Not just large American businesses but even start-ups and small-sized ones that can provide solutions and engage. Not just for infrastructure, but they can also engage in technology solutions,” Stephens said.

The US is looking at investing in sanitation and renewable energy too.

While the US has contributed to the Hudhud cyclone disaster relief, the commitment to Vishakhapatnam goes beyond that.

"We would like to be a part of making Vizag into a model smart city,” she added.

As a follow-up on PM Modi’s September visit to the US, there is a 50-member delegation of US businesses in New Delhi exploring possibilities of investing in India.

“PM Modi’s visit to the US really stood out. It came at a very important time when there had been a perception that the (Indo-US) relationship was going through a difficult time. He had a very positive interaction with President Obama.

"PM Modi’s motto of ‘Make in India’ was heard loud and clear not only from the Red Fort but also the Madison Square Garden and Washington DC. Now is the implementation phase of the vision of the two leaders,” Stephens said.

As part of the implementation phase, business houses are trying to figure out if there is actual ease of business in India, if rules have been made any simpler, and if clearances are given any faster.

“The established businesses are looking at how to explain. As I heard the US businessmen here, they sense a change of mood, they sense new energy and there is hope we can build on it,” she added.

But business and investment requires a terror-free environment - and with Lashkar-e-Taiba, Hafiz Saeed, Dawood Ibrahim and Al-Qaeda all targeting India, are the US and India cooperating to smoke out Dawood Ibrahim?

“There is not only an action plan but there is an ongoing and ever-deepening cooperation and coordination to face challenges posed by radical extremism,” Stephens insisted, refusing to go into details.

India and the US are learnt to be strategising on ways to dismantle terrorist and criminal networks including Al-Qaeda, Lashkar-e-Taiba, Jaishe- Mohammed, Dawood Ibrahim’s D-company and the Haqqani network as mentioned in the Joint Statement.

"When it comes to the threat of terror both India and the US are committed to closest possible coordination and cooperation,” she added.

In response to a question on the threat posed by ISIS in the region Stephens said: “The best antidote to terror is a vibrant civil society and democracy, and India is an excellent model to follow. India can exert a strong influence in the region by virtue of its success against terror and extremism.”
