Meeting 1 – Isuzu Headquarters

· Isuzu says it wants to establish a manufacturing unit for pick-up trucks in India

· Isuzu VP says “Sri City could be a good destination for us. Since you have come here yourself, I think many more Japanese firms might want to invest in Andhra Pradesh.”

Fourth Day of Chief Minister Sri N. Chandrababu Naidu’s Japan visit started off with a meeting at Isuzu Motors headquarters.

During the meeting, executive vice-president and director of Isuzu Motors Masanori Katayama said that the company wants to establish a manufacturing unit for pick-up trucks in India. He added that they are concerned about the human resource and technical capabilities.

Thailand is the biggest market for pick-up trucks and Isuzu is at number 1 or 2 spot in the pick-up trucks segment in the world. The company has 10 production sites globally.

Mr. Katayama said that the company’s policy is in line with the Centre’s Make in India initiative and also on the policy of Make in Andhra Pradesh.

He added that their new facility would be much more modern than the other 44 units across the world. “The new production site will attract other accessories related to the automobile industry. Many suppliers will come,” he said.

Mr. Katayama said that Sri City could be a good destination for us. “Since you have come here yourself, I think many more Japanese firms might want to invest in Andhra Pradesh,” he added.

Stating that the market awareness of Isuzu in India is low, Mr. Katayama the company is considering Make in AP. “We hope by coming to AP, we will have a good access to Indian market. In this, we hope to have your cooperation,” he said.

“I expect you to bring some more Japanese companies to AP. Bring some small and medium component manufacturers to our state,” he said.

The Chief Minister said that Japanese firms can transform the business culture in AP and added that “there’s a red carpet waiting for you in India.”

The Chief Minister said that he is glad that Isuzu chose Sri City as their destination for the facility. “I can assure you that you will have better margins in India than in other countries. Our PM had visited Japan even before going to US. This reaffirms the fact that India wants to do business with Japan,” the Chief Minister said.

“During Cyclone Hudhud, you company had donated vehicles to us,” he informed the Isuzu executives.

Explaining that India’s demographic dividend is an advantage, he said that India is showing signs of growth. “Andhra Pradesh is strategically located and is accessible to Kolkata, Delhi, Mumbai, Bangalore and Chennai,” he said.

While AP is strong is technical education and has human resources, we also have a cultural similarity. “Japan and AP have Buddhism. We are going to develop Buddhist tourism circuits in our state. This will give a fillip to tourism.”

The Chief Minister added that he is planning to introduce Japanese language in one of AP’s universities. The CM expressed happiness over Isuzu evincing interest in skill development mission.

Meeting 2 – Mayewaka Manufacturing Company

· Mayewaka Manufacturing wants to help AP in cold chain technology for the state’s mega food parks

In the second meeting, the Chief Minister and his team visited Mayewaka Manufacturing company which makes compressors.

Chairman of Mayewaka Manufacturing Yoshiro Tanaka said that they’re keen on working with Andhra Pradesh in establishing cold chains in the state’s mega food parks.

Mr Tanaka said that they could provide refrigeration compressors used in cold chains and hospitals. The Chief Minister said: “The cold chain link is crucial for us. We want to make agriculture profitable.”

We want to create a farm-to-fork model. “Together, we can prepare an action plan for this. Since Andhra Pradesh has a strong agriculture base, our collaboration in cold chains will prove fruitful,” the Chief Minister said.

Pointing to the CII delegates accompanying the AP delegation, the Chief Minister said: “There’s a big business team with me. Speak to them and partner with them.”

“Given that Andhra Pradesh is a top market for marine exports, mango pulp industry, your cold chain technology will benefit our mega food parks,” he added.

Meeting 3 – Japanese International Cooperation Agency

· CM invites JICA to AP and has offered to set up a special authority for Japanese industrial park.

 

· JICA is now focusing on Bangalore-Chennai Industrial Corridor and also concentrating on Krishnapatnam Node.

 

At Japanese International Cooperation Agency (JICA), Chief Minister was welcomed by senior vice-president, JICA, Hidaeki Domichi.

Mr Domichi, during his address, said that Sri N. Chandrababu Naidu is one of the most progressive leaders of India. He informed the Chief Minister that JICA is now focusing on Bangalore-Chennai Industrial Corridor and also concentrating on Krishnapatnam Node.

“We have strong interest in Andhra Pradesh, Mr Domichi added. To this, the Chief Minister said that your earlier projects in India were different. “Now, because India is more open and is on its way to simplifying processes, your experience of India will change and become positive,” the Chief Minister said.

Explaining the advantages and opportunities in the new state of Andhra Pradesh, the Chief Minister recalled his experience of working with JICA of various projects in Hyderabad.

JICA was associated with the Campus Design Project for future researchers at IIT Hyderabad, Campus Design Project for Indian Institute of Technology, Hyderabad, in Transmission System Modernization and Strengthening Project in Hyderabad Metropolitan Area and also the Hyderabad Outer Ring Road Project.

The Chief Minister added that Andhra Pradesh has a good land bank and has no issues with water and power. “Clearances will be faster. We want to become the best investment destination in India,” he added.

He sought JICA’s cooperation in developing industrial nodes and road network, connecting all ports in the state. The Chief Minister has requested JICA to set up an office in Andhra Pradesh.

Responding positively, JICA’s Mr Domichi said: “I’m impressed by your vision and passion. It reminds me of my meeting with Modi in 2007 when he was the CM of Gujarat.”

Mr Domichi added that since AP is developing ports, it will be an attractive investment destination for Japanese businesses.

Given that Japan has a lot of industrial parks in South East Asia, the Chief Minister invited JICA to AP and has offered to set up a special authority for Japanese industrial park.

Meeting 4 – Japan Bank for International Cooperation (JBIC)

· JBIC says it can help AP in inter-city connectivity, water treatment in urban areas of the state.

· JBIC says it will fund Japanese private companies that are interested to invest in AP’s projects.

· CM says: “Singapore is working on a master plan for building the capital city. They’re comfortable with Japan.”

Hiroshi Watanabe, Governor and CEO of JBIC, says we appreciate your visit to Japan. “You are engaging with the Government as well as private sector.”

The Chief Minister said that he plans to make Andhra Pradesh a logistics hub. “According to your own study, India is no.2 destination. We want to make it No.1,” he added.

We will give single-desk clearances, an industrial township authority, he said, asking JBIC for ideas to work with Japan External Trade Organisation (JETRO) and other private corporations.

To this, Mr Watanabe said if private investors come forward, we will finance them. JBIC CEO added that it can help the state in inter-city connectivity, water treatment in urban areas of the state and it can fund Japanese private companies that are interested to invest in these projects.

He added earlier Japanese companies made in Japanese and sold outside. Now, they’re thinking of locating their manufacturing in India. “We will surely help those companies to set up in India,” JBIC said.

JBIC added that they can do joint operations with banks in India. “We are in talks with SBI and ICICI,” Mr Watanabe said.

The Chief Minister said that JBIC has a great opportunity in the infrastructure sector in financing airports, ports, etc. The CM explained to JBIC that Singapore is working on a master plan for building the capital city. “They’re comfortable with Japan,” the Chief Minister reassured JBIC.

Japan tour – Day 3 report

 

Meeting 1 – Visit to Nakata Waste management site

 

· CM visits Fukuoka’s waste management system

· Deputy Mayor of Fukuoka evinces interest in sharing their expertise to build AP’s capital city

On the third day of his visit, Chief Minister Sri N. Chandrababu Naidu and his team visited the Nakata Waste Management site in Fukuoka city.

Following a 13-minute film on the city’s waste management system, a presentation on landfills was made. In the presentation, the Chief Minister was briefed about the semi-aerobic method which is environment-friendly.

This model, developed at the Fukuoka University, was experimented for three years. This is a cost-effective method which is being implemented in several countries like China, Iran etc. The Chief Minister was informed that the landfill can be reclaimed and used for residential or farming purposes. These landfills can be converted into useable land resources.

At the UN Habitat Centre in Fukuoka, Deputy Mayor of Fukuoka Atsushiko Sadakari said that Fukuoka has been identified as one of the 38 best cities in the world by the United Nations.

Mr Sadakari said that they would be happy to share their knowledge in building Andhra Pradesh’s capital city. “I know how much progress India and your state has made in these years,” he added.

Delivering the welcome address, Akihiko Fukushima, director general of International Bureau of Fukuoka Prefecture said following Prime Minister Narendra Modi’s visit, we expect Japan-India relations to take a turn for more cooperation.

Drawing a comparison between India and Japan during his address, the Chief Minister said that India is nearly 10 times the size of Japan, yet Japan is a bigger economy.

However, Andhra Pradesh has many similarities with Japan, he said. “We have a 1,000 km-long coastline, natural resources and tourism potential.”

He added that he wants to build a capital with Japan’s expertise and incorporate best practices into it. “I want to build the capital on both sides of the Krishna River,” he said, adding Vizag too is on our agenda.

Consul General of India Aseem Mahajan said that we will facilitate fruitful long-term relationship between AP and Fukuoka.

The AP delegation also visited the Fukuoka Tower, built in 1989 in the center of the waterfront area ‘Seaside Momochi’, to represent the city. It is a monument built to commemorate the 100th anniversary of the enforcement of the Fukuoka City organization. ACROS Fukuoka is a venue which hosts a variety of events.

Meeting 2 – At San-no storm water reservoir site

Later, the Chief Minister and his team visited the San-no storm water reservoir site for flood-control management.

Following floods in 1999, a deep structure was built where all the water from the city gets collected. Roads and city are drained by the storm water system. The water collected in the deep structure is pumped back into the reservoirs.

The Chief Minister said that AP can learn flood-control measures which improve management of storm/flood water and enhance water availability from this system.

Given that Fukuoka is a pioneer in using reclaimed water and has very low water leakage in their water supply system, AP is exploring a possibility of seeking Japan’s support in buildings water grid.

Meeting 3 – Smart Grid Community

· Smart grid monitors the consumption of energy and forecasts the demand for the next 24 hours to make energy management efficient.

· CM invites Fuji Electric to conduct a feasibility study for a smart grid project in Andhra Pradesh.

· Fuji Electric agrees to send its representatives to AP by December-January.

In the final meeting for the day, the Chief Minister and his team visited Smart Grid Community (Fuji Electric). Following this, the Mayor of Kitakyushu City gave a presentation on environmental policy. Kitakyushu is Japan’s first eco-town project.

The city administration involves industry, public sector and consumers in the creation of integrated systems to make it eco-friendly. Kitakyushu City is being developed as a pilot project under the “Japan Smart City” program.

The Chief Minister was informed that the smart grid monitors the consumption of energy and forecasts the demand for the next 24 hours to make energy management efficient. It enables them to share energy with other grids if the demand is less from one grid and more from the others.

The CM said that in Andhra Pradesh too we monitor energy consumption. “However, we do not have an energy forecast system. That can be a takeaway for us,” he added.

The Chief Minister explained his plans to develop three mega cities and 14 smart cities in Andhra Pradesh and sought Fuji Electric’s help in building these cities.

The smart city also has dynamic pricing system and gives incentives to consumers who respond positively to environment concerns.

The Chief Minister invited Fuji Electric to do a feasibility study for a smart grid project in Andhra Pradesh. For this, Fuji Electric said it will send its representatives to our state by December-January.

The company has already sanctioned permission to do a feasibility study for a smart grid project in Panipat of Haryana.

Japan tour – Day 2 report

 

Meeting 1 - At Panasonic Corporation

* Panasonic Corporation says “We are looking forward for an invitation from you.”

* “Panasonic can help in groundwater purification. We will also explore collaboration in skill development.”

* CM says “You are welcome to explore opportunities in Vizag.”

The Chief Minister, in his address, said that the Prime Minister wants to transform India and that we are partners in his efforts. “India is a different country today. Last 10 years were plagued by policy paralysis. Now, we are an investor-friendly country.”

He added that India and Japan have cordial relations. This will prove fruitful for state as we have good leadership at Centre and State level.

The Chief Minister briefed them about the exceptional entrepreneurial skills of people in AP, abundance of natural resources and water and the advantage of 24x7 power supply.

After making a video presentation, Mr Takeshi Uenoyama, Fellow at Panasonic Corporation, said that Panasonic can help in groundwater purification. “We are looking forward for an invitation from you. We will also explore collaboration in skill development,” Mr. Uenoyama added.

Stating that Panasonic is a household name in India, the Chief Minister invited Panasonic to explore opportunities in Visakhapatnam.

Meeting 2 - At the Osaka Chamber of Commerce and Industry

* Indian ambassador to Japan says “Modi and Naidu are India faces of India’s economic reforms.”

* CM says “Japanese firms will not only get single-window clearance but also single-desk clearance.”

* CM says “AP government considering a ‘Japan-Plus Cell’ for Japanese firms.”

At the Osaka Chamber of Commerce and Industry, Masahi Hashimoto, chairman of International Business Committee of Osaka Chamber of Commerce and Industry, welcome the AP delegation.

Mr. Hashimoto said Japanese companies are interested in India. “After the new government and the introduction of new industrial promotion policy, we are keen on India.”

He added that Andhra Pradesh is known to us as an “IT state and a center for higher education.” We are hopeful that AP will play a very important role in the growth of India, he said. “I’m glad to welcome the leader and the delegation from such a state, Mr Hashimoto said.

Addressing the Chief Minister, Mr Hashimoto said that we (Japanese) believe that there should be good amount of information and clarification for companies from our region (to do business in India). “We want to understand Andhra Pradesh and India. That’s why we believe that this interaction is very important,” he added.

Later, Indian Ambassador to Japan Deepa Gopalan Wadhwa welcomed the Osaka business community and said “you seem to have done good homework on Andhra Pradesh.”

She added that Indian and Japan are very close now. “We are in a strategic relationship, not only politically but also economically. PM Modi’s visit to Japan underlines how important Japan is to India.”

Prime Minister Shinzo Abe had announced that there will be 35 trillion Japanese Yen investment from both public and private sector in India, she said.

Ms. Wadhwa added that “in a short time, we have two leaders from India who are the faces of economic reforms – Modi and Naidu.”

She stated that Andhra Pradesh is undoubtedly good investment destination for Japanese companies because a significant number of Japanese firms have a base in the state. “Companies from Kansai region can start to make a database on AP industry…so that some collaboration will come to fruition.”

Following this, the Chief Minister said that India is a sleeping giant and that it has every kind of resource. “I’m impressed with Japan’s progress. Despite receiving huge blows due to natural calamities, nuclear explosions, etc., you have progressed to become an economic powerhouse,” the Chief Minister said.

Elaborating the advantages of AP for Japanese firms, the Chief Minister said that the state is poised to become the gateway of Southeast Asia and Asia because of our 1,000 km-long coastline. “We can send manufactured goods to countries like Malaysia. Singapore, China, etc. We also aim to become logistics hub by developing 14 ports”

Given that we have a strong agriculture base and plenty of water, “I invite you to explore opportunities in the agri processing industry,” the Chief Minister said.

The Chief Minister added that the state wants to have a strong infrastructure base. “We have good road network and are planning bullet trains.” Our state has excelled in IT sector. In US too, one out of every four Indians is from AP in the IT sector.

Making a strong pitch to Japanese firms, the Chief Minister said that the state government is considering a “Japan-Plus Cell” that will clear proposals of Japanese firms online. This will not only be a single-window clearance but also single-desk clearance policy.

The Chief Minister has asked Japanese investors to invest in India with an open mind and put their apprehensions to rest. On being asked about AP’s industrial policy, the Chief Minister said that companies will get good incentives.

At the Indian IT Forum, the welcome address was given by Sriram. V, country manager, Infosys on behalf of India IT Forum.

Speaking at the Forum, Indian ambassador to Japan Deepa Gopalan Wadhwa said “I hope the business communities of the new state and Kyoto will bond together to the advantage of both.”

Following address by Mayor of Kyoto Daisaku Kadokawa, the Chief Minister said that Japan is scouting for marketing and India is scouting for investments. “This is a great opportunity for me to attract investments to AP. We want to replicate Tokyo and Kyoto models of development in Indian and AP.”

The Chief Minister said that the State has a strong relationship with the Centre and that the economy of the country is showing signs of growth after the new government at the helm.

He assured them that AP has a massive land bank and can provide uninterrupted, quality power to industries.

“Even taxation procedures are being simplified by the Centre. This will prove beneficial to industries. Centre has already set up Japan-Plus desk, I too will have one at my office for faster clearances and approvals,” the CM added.

Japan tour – Day 1 report

 

Andhra Pradesh Chief Minister Sri N. Chandrababu Naidu and his team of 18 delegates are on a 4-day visit to attract investments into the state.

On the first-day of his tour, he met Naoki Kobayashi, managing director and general manager for Agriculture Machinery & Equipment Business, Yanmar.

Mr Naoki gave a presentation on how to increase the yield of rice per acre, land preparation, nursery and planting, crop management and harvesting. He told the Chief Minister that these techniques, if used effectively, would give 50% more profit to the farmers. Yanmar has recently tied-up with Tamil Nadu-based Murugappa Group.

The Chief Minister extended an invitation to Yanmar to explore opportunities in AP and help the state in making agriculture profitable and sustainable.

He explained about the state government’s collaboration with ICRISAT in soil testing and other practices to make farming a profitable vocation.

In his presentation, the Chief Minister invited the Yanmar Group to set up a manufacturing facility in the state. He added that manufacturing in Andhra Pradesh would enable an access to all the markets in Asia because of the ports. “Our single-window clearance, rapid approvals and 24X7 power are the attractive points,” he said.

In his second meeting for the day, the Chief Minister met Shihenobu Nagamori, chairman of NIDEC. During his conversation with the Chief Minister, Mr Nagamori said that it is difficult to do business with India because of red tape and slow processing.

The Chief Minister replied saying India has changed, both at the Centre and State level and it will get better in a few years.

The CM assured Mr Nagamori of NIDEC that “if you want to start a manufacturing unit in our state, we can give clearances in a week’s time. On the 8th day, you can start your process.”

The Chief Minister added that India is progressing rapidly and that AP has become a favourite destination for investments. He added that AP has skilled workforce and that the Centre and state relationship is strong and harmonious.

Mr Nagamori informed the Chief Minister that once they start their operations in India, they could use it as a base for exports.

The Chief Minister also made a presentation on the investments opportunities in AP and the Japanese version of the film was screened before leaving for dinner hosted by NIDEC.
