How can you have someone work on an EAD equivalent when their status is dependent on someone who's on a restrictive visa like H1B.

H4 EAD got raped from day 1 because they put a provision that an H4 EAD holder doesn't need an employer, plus has no minimum wage requirement. 

Those are the two things that broke H4 EAD, if they put a minimum wage requirement and that H4 EAD needs to have a sponsor we wouldn't have seen H4 EAD billing rates on par with strawberry picking.

I think intention of H4 EAD was good as most spouses can't work until their H1 spouse gets a GC after i140, so it provide some respite. But as usual mana Desi Santha abused it a lot by using the loop holes
