GST is still a consumption based tax, which means companies won't leave Hyd. There's no point. If they set up in Andhra, the tax they'll save from SCS will be miniscule, unless they are selling to Andhra people.

SCS as a concept itself is pointless in a GST system. But as for negative effects of SCS in a GST - it will increase the complications of the transfer system several fold. because Andhra will effectively not be adding any tax out of value created in their state, and will need to be compensated by others.

okay the tax part can be kept as it is and transfers to ANdhra can be increased. but isn't that what is happening already? Andhra has more than 50% of its budget from central transfers only.
