What advantage they have if they support us ? They will get bashed in elections campaign. So unless this is part of some larger bill , it wont be passed on its own. 

There will be lot of -ve press if that happens. So no senator will be ready to take that risk for us.

Yes plus we aren't even a significant vote bank so what difference does it make to them anyway.

Even the citizens who are of Indian origin will want the system to be the way it is now, so if they reform it those citizens won't vote for the senator who pushes for that reform.
