New Delhi: Bharat Sanchar Nigam Ltd is passing through “a turbulent phase" which should be over in a couple of months and the government should come out with a revival package within one month, a top company official said Monday.

“BSNL is the least leveraged telecom company. We have certain legacy issues as we have large manpower," the company’s Chairman and managing director P K Purwar said on the sidelines of an event.

"BSNL should be able to launch 4G services in this financial year. We expect govt to allocate 4G spectrum in this calendar year," he said.

This is crucial as the lack of 4G spectrum makes it difficult to compete in the market where Jio launched services in 2016.

"Details of revival package will come in public domain within a month," he said.

The company has been making losses continuously since 2009-10 and has been declared ‘incipient sick’.

The company has also sought spectrum by equity infusion of6,767.5 crore.

The department of telecommunications (DoT) is currently working on a revival plan for it which suggests a voluntary retirement scheme (VRS) for BSNL’s employees and monetization of the company’s land.

BSNL, as of March 2018, owned land worth 70,000 crore and buildings worth 3,760 crore.

DoT plans to fund BSNL VRS packages via a mix of 6,365 crore in cash and through bonds. BSNL has 176,000 employees. The VRS, however, needs to be approved by the Telecom Commission, an apex decision-making panel of the DoT, and the Union Cabinet.

BSNL also has huge tower assets. Its subsidiary BSNL Tower Corp. Ltd. (BTCL), was incorporated in January 2018. The idea is to improve cash flow for BSNL, which has not yet transferred the towers to BTCL. The new tower company will set up a joint venture company with a partner, preferably within two years, on achieving financial health and stability with the objective of monetisation of its assets, former telecom minister Manoj Sinha had informed the Lok Sabha on 13 February.

Union to decide on further course of action on October 30

State-owned Bharat Sanchar Nigam Ltd’s (BSNL) unions have deferred their hunger strike, following a meeting with the company’s top brass, who promised to pay the September salary by October 23.

The unions, led by the All Unions and Associations of BSNL (AUAB), met BSNL Chairman and Managing Director PK Purwar, Director HR Arvind Vadnerkar, and other directors on Thursday to iron out the salary issue, sources close to the development told BusinessLine.

“In the meeting, the CMD assured to make the salary payment by October 23. He also assured that the revival plan is moving in the right direction, with a number of positive steps being taken by the government despite objections from various quarters,” said one of the sources.

He added, “An agitation at this stage will only weaken the government’s efforts, and hence, it was decided to defer the hunger strike to a new date. The AUAB will decide on the further course of action at its meeting slated for October 30.”

The meeting was attended by representatives of the Sanchar Nigam Executives’ Association (SNEA), the BSNL Employees Union (BSNLEU), the National Federation of Telecom Employees (NFTE), the All India Bharat Sanchar Nigam Ltd Executives’ Association (AIBSNLEA), the National Union of BSNL Workers and the SC/ST Employees Welfare Association of BSNL (SEWA BSNL) among others.

The AUAB had called for a one-day hunger strike on Friday to protest against non-payment of September salary and seeking timely payment of salary every month.

As per company policy, BSNL credits salaries on the last working day of every month. For the first time in its history, the company had delayed February salary and paid it later in March, it paid August salary after an 18 days’ lag, July wages on August 5, while it’s yet to foot September bills.

BSNL – which employs 1,63,902 personnel (46,597 executives and 1,17,305 non-executives) - incurs about 750-850 crore as salary every month.

The unions were seeking BSNL’s revival by immediate allocation of 4G spectrum, extension of financial assistance or soft loan and approval for the public sector unit’s land monetisation policy. Further, payment of contract and casual workers wages, electricity bills and rentals were among other demands.

Privatization or Disbanding of BSNL is a must.

MTNL must be retained as a strategic asset.

 

BSNL employees must be retrained and absorbed in other roles.

BSNL assets must be retained by GOI.

 

BSNL has bleeding for a loooong time now.

It is the ONLY telecom industry in the world that has SIGNIFICANTLY more OPEX than CAPEX.

For the technology they are in, having such high OPEX than any other company is simply not sustainable.

 

There is no silver lining.

No private company or P&P will invest in a company with such high OPEX, unless significant number of employees are removed.
