Its true that state govt. can't cancel someone's passport but it can recommend to ministry of external affairs for cancel someone's passport for cancellation. 

For ex: NRI dowry cases lo NRI uncle ni india lo ekkada land ayina arrest ayye laga vaadi passport number ni black list lo pettadam or even cancel cheyadam lantivi chesthaaru and it is in accordance with passport act..

 

(c) if the passport authority deems it necessary so to do in the interests of the sovereignty and integrity of India, the security of India, friendly relations of India with any foreign country, or in the interests of the general public;
