Some cards consider it as cash advance, some don't. 

 I know for sure, Discover and Amex do it as regular BT  ...Capital one lo once i did $5000..andulo $2400 which was cash advance limit was calculated as cash advanced and remaining $2600 as regular credit..

Citi  Simplicity nundi, no extra charges., Citi Double Cash nundi kuda no  extra charges but using these cards, transfer fee will be 3% mostly...

Chase aithe BT vunte vadu checking lo deposit chestadu so...no issues

Will you be able to pay back if you take the balance transfer offer? most cards offer for 12 months , some may offer an extended period of time up to 18 or 24 but they are very less
