USCIS Opens H-1B Electronic Account Registration

Last year, USCIS announced that it was implementing a new electronic registration process for the FY 2021 H-1B visa lottery. Employers intending to file H-1B cap-subject petitions are required to electronically register potential beneficiaries for the visa lottery. If selected, a separate application is required for every H-1B applicant.

Beginning February 24, 2020, USCIS is allowing H-1B petitioners, referred to as “registrants,” to create an online account. Although legal representatives can create an online account at any time, starting February 24, 2020, representatives can add H-1B petitioner clients to their accounts. However, registrants (petitioners) and representatives must wait until March 1, 2020 to provide beneficiary information and submit H-1B registrations on behalf of the petitioners’ employees. A $10 non-refundable fee is required for every beneficiary’s application.

The initial H-1B cap registration period starts on March 1, 2020 and runs through March 20, 2020. Since selections take place after the initial registration period closes, petitioners can register beneficiaries any time between March 1, 2020 and March 20, 2020.

USCIS intends to notify petitioners and representatives which H-1B beneficiaries are selected by March 31, 2020. Petitioners will be invited to submit H-1B petitions for those beneficiaries who were selected starting on April 1, 2020. They will have 90 days to submit a full application.

Asala logic behind this is only electronic submission and  employer registration. This doesn't reduce numbers in anyway you were hoping.
