Once all developments complete HMDA visits the land and looks for all norms and then give LP2(final approval) to build houses and also release mortgage plot for the developer. సాక్షి, హైదరాబాద్: రియల్ ఎస్టేట్ అక్రమాలకు ఇక అడ్డుకట్ట పడనుంది. అనుమతి లేని లేఅవుట్లు, భవనాలకు ఇక నుంచి రిజిస్ట్రేషన్ చేయరు. కొత్త రెవెన్యూ చట్టం తీసుకువచ్చే క్రమంలో రాష్ట్ర ప్రభుత్వం కీలక నిర్ణయం తీసుకుంది. రాష్ట్రంలోని అన్ని మున్సిపాలిటీలు, గ్రామ పంచాయతీల్లో అనుమతి లేని లేఅవుట్లు, భవనాలను ఇక నుంచి రిజిస్ట్రేషన్ చేయవద్దని ఉత్తర్వులు జారీ చేసింది. ఈ మేరకు రిజిస్ట్రేషన్ల శాఖ ఐజీ టి.చిరంజీవులు రాష్ట్రంలోని సబ్ రిజిస్ట్రార్లకు బుధవారం ఉత్తర్వులిచ్చారు. ఈ ఉత్తర్వుల ప్రకారం అనుమతి లేని స్థలాలు, భవనాలకు రిజిస్ట్రేషన్ ప్రక్రియ ఇక మీదట నిలిచిపోనుంది. తెలంగాణ మున్సిపల్ చట్టం–2019, పంచాయతీరాజ్ చట్టం– 2018లోని నిబంధనల ప్రకారం ఈ తాజా ఉత్తర్వులు జారీ అయ్యాయి. రాష్ట్రంలోని పట్టణ ప్రాంతాల్లో ఆయా మున్సిపాలిటీలు, కార్పొరేషన్లు అనుమతి లేకుండా కొత్త ప్లాటు లేదా సబ్ డివిజన్ను రిజిస్ట్రేషన్ చేయవద్దని, అనుమతి లేకుండా ఏ భవనంకానీ, నిర్మాణానికిగానీ, అందులోని ఏదైనా భాగానికిగానీ రిజిస్ట్రేషన్ చేయవద్దని కొత్త మున్సిపల్ చట్టంలోని 172(16), 178(3) నిబంధనలు చెబుతున్నాయి. అదే విధంగా తెలంగాణ పంచాయతీరాజ్ చట్టం–2018లోని 113(8) నిబం ధన ప్రకారం గ్రామ పంచాయతీల అనుమతి లేని స్థలాలు, నిర్మితమైన భవనాలకు కూడా రిజిస్ట్రేషన్ చేసే వీల్లేదు. ఈ నిబంధనలతోపాటు 2015, 2012ల్లో విడుదలైన జీవోల ఆధారంగా రిజిస్ట్రేషన్ల శాఖ తాజా ఉత్తర్వులు జారీ చేసింది. గతంలో రిజిస్ట్రేషన్ చేసినా.. రాష్ట్ర ప్రభుత్వం పలు సందర్భాల్లో ప్రవేశపెట్టిన లే అవుట్ల క్రమబద్ధీకరణ(ఎల్ఆర్ఎస్), భవనాల క్రమబద్ధీకరణ పథకాల(బీఆర్ఎస్)ల ద్వారా అనుమతి పొందినవాటికి రిజిస్ట్రేషన్ చేస్తారు. స్థలాలు, ఇండ్లు, భవనాలు, అపార్ట్ట్మెంట్లు, ఫ్లాట్ల రిజిస్ట్రేషన్కు వెళితే ఆయా మున్సిపాలిటీలు, పంచా యతీల అనుమతులతో కూడిన డాక్యుమెంట్లు చూపించాల్సి ఉంటుంది. అనుమతి తీసుకోకుండా గతంలో రిజిస్ట్రేషన్ జరిగినా, ఇప్పుడు వాటిని అనుమతించరు. రిజిస్టర్డ్ డాక్యుమెంట్లపై ఇక నుంచి ‘అన్ని అనుమతులు పరిశీ లించి రిజిస్ట్రేషన్ చేయడం జరిగింది’అని స్పష్టంగా పేర్కొనాల్సి ఉంటుంది. ఏమో... ఏమవుతుందో? రియల్ అక్రమాలకు కళ్లెం వేసే దిశగా రాష్ట్ర ప్రభుత్వం ఇచ్చిన తాజా ఉత్తర్వుల పర్యవసానం ఎలా ఉంటుందన్న దానిపై రిజిస్ట్రేషన్, రెవెన్యూ, మున్సిపల్, పంచాయతీరాజ్ వర్గాల్లో చర్చ జరుగుతోంది. ఏ శాఖకు సంబంధించిన చట్టం ఆ శాఖకే పరిమితం అవుతుందని, మున్సిపల్, పంచాయతీ రాజ్ చట్టాలను రిజిస్ట్రేషన్ శాఖకు ఎలా వర్తింపచేస్తారనే ప్రశ్న తలెత్తుతోంది. రిజిస్ట్రేషన్ సమయంలో క్రయ, విక్రయదారుల సమ్మతి, సాక్ష్యం, రెవెన్యూ రికార్డులు మినహా మిగిలిన డాక్యుమెంట్లు అడిగే అధికారం సబ్ రిజిస్టర్లకు లేదని రిజిస్ట్రేషన్ చట్టమే చెబుతోంది. మున్సిపల్ శాఖ అంతర్గత ఉత్తర్వుల ప్రకారం కూడా అనుమతి లేని స్థలాల్లో భవన నిర్మాణానికి ఆ స్థలం రిజిస్ట్రేషన్ విలువలో 33 శాతం చెల్లిస్తే అక్కడ భవన నిర్మాణం చేసుకునేందుకు అనుమతి ఇచ్చే అధికారం మున్సిపాలిటీకి ఇచ్చినప్పుడు ఈ ఉత్తర్వులు ఎలా వర్తింపచేస్తారనే సందేహం కూడా వ్యక్తమవుతోంది. ఇక, గతంలో జరిగిన తప్పిదాలకు ఇప్పుడు బాధ్యత వహించాల్సి రావడం రాష్ట్రంలోని లక్షలాది మంది దిగువ, మధ్య తరగతి వర్గాలకు నష్టం చేస్తుందనే అభిప్రాయం వ్యక్తమవుతోంది. రియల్ వెంచర్ల పేరుతో అనుమతులు లేకున్నా రిజిస్ట్రేషన్లు చేసి మధ్య తరగతి ప్రజలకు ప్లాట్లు, ఫ్లాట్లు అమ్మిన వ్యాపారులు, రాజకీయ నాయకులు, వాటిని పట్టించుకోని ప్రభుత్వ సిబ్బందిపై ఎలాంటి చర్యలు తీసుకోకుండా ఇప్పుడు గతంలో మోసపోయినవారే మళ్లీ ఇబ్బందిపడే విధంగా ఈ ఉత్తర్వులు ఉన్నాయని అంటున్నారు. దీనికితోడు గతంలో రిజిస్ట్రేషన్ అయినవాటికి కూడా నిషేధం వర్తింపజేయడం రిజిస్ట్రేషన్ల శాఖ ఆదాయాన్ని కూడా భారీగా దెబ్బ తీస్తుందనే చర్చ జరుగుతోంది. ఈ ఉత్తర్వుల ప్రకారం రిజిస్ట్రేషన్ల ఆదాయంలో కనీసం 50 శాతం తేడా వస్తుందని, ప్రస్తుత ఆర్థిక పరిస్థితుల్లో ఈ నిర్ణయం తీవ్ర ప్రభావం చూపుతుందనే చర్చ కూడా జరుగుతోంది. కానీ, తాజా ఉత్తర్వుల నేపథ్యంలో బుధవారం సాయంత్రం నుంచే సబ్ రిజిస్ట్రార్లు ఇలాంటి సమస్యలున్న లావాదేవీల రిజిస్ట్రేషన్లను నిలిపివేశారు.
