You cannot exceed the yearly quota by law. What is this one time backlog clearance? USCIS won’t do that and Courts won’t agree either.

There has been several instances where even illegal aliens got citizenship as a one time amnesty measure . This allows them to keep the existing laws without making them look absurd

Illegals were not approved through employed category. It was an amnesty through EO.

Whereas EC has country cap as per the law. Unless they change it through democratic process, its a destination of no hope.

You are talking about an incident which happened 25 years back. Now whites and latinos hate browns. There is no way GOP or democrats will take such amnesty step.

In general there is support for illegal immigrants because it is cheap labor and potential vote bank.

Unfortunately employment category backlog is least favored since it is seen as major competition.
