yes wait chesaru, but 2010 lo 30K+ unnaru if not with this spillover, there is no much movement at all. look at 2009 going back and forth for 5 yrs and it would have continued for next 2-3 yrs..

truly 2010 applicants got benefited.. later on no one knows..also eb3 people who can file for EAD. as of now no one knows how this eb2-eb3 downgrade will work out, lot of rumors about returning packages or who know how USCIS will interpret this downgrade they can raise flags or deny.. only time will tell.

This would be possible if there were no downgrades. Since 50% ported now it is equivalent to EB2.
 

My guess if consulates open in Jan and start CP then kiss good  to major spillovers from Eb4, eb5 and eb1. I am guessing 2012 Oct to December for FAD in EB3. 
 

If consulates are closed down for CP then 2013 July to October FAD is possible for EB3.
