He said dates movement will not be drastic. September visa bulletin lo DoF is more likely going to be the DoF for October as well. Ippatiki feb 2014 eb3 and dec 2011 eb2 undi. So I think it will land somewhere in 2014 or 2015

And it will be up to uscis to make the decision if they will accept filing dates or not. Seeing such huge backlog, won't be surprised if they decide not to honor filing dates after october.
