Perm is not required if you qualify for national interest waiver but there is no premium processing option if you go that route and it takes more than 1.5 yr for I-140 to get processed … I applied using that in Sep 2020 and still waiting for decision

What is EB2 NIW (National Interest Waiver)?

Generally, application of second preference of employment-based immigrant visa requires a specific job offer and labor certification process (PERM). However, a foreign national may seek a waiver of job offer or PERM process by establishing that his/her admission to permanent residence would be in the "national interest" of the United States.

Waiver Noncitizens seeking a national interest waiver are requesting that the Labor Certification be waived because it is in the interest of the United States. Though the jobs that qualify for a national interest waiver are not defined by statute, national interest waivers are usually granted to those who have exceptional ability (see above) and whose employment in the United States would greatly benefit the nation. Those seeking a national interest waiver may self-petition (they do not need an employer to sponsor them) and may file their labor certification directly with USCIS along with their Form I-140, Petition for Alien Worker.
