They are taking this NDAA in lame duck session after Nov election. If you want to sneak any amendment that will be the perfect timing. No edhi country cap lekunda F1 ki unlimited. Neeku just STEM degree unte you can escape country cap. Country cap only H1b batch ki from india without US degree. Simple ga cheppali ante

Since they used verbiage such as employment offer and LCA,  it has to come under employment category. And it will indeed have country cap. This proposal will never become a law anyways.
