Yea ot has authority to get that report and monitor the hours of pilots and other things. From their site: The DGCA (Directorate General of Civil Aviation) is India's primary regulatory body for civil aviation, responsible for safety, regulations, and airworthiness standards for all civil flights in and out of India, functioning under the Ministry of Civil Aviation, essentially acting as the "watchdog" for Indian aviation, issuing licenses (like for pilots), certifying aircraft, and overseeing everything from airline operations to drone rules.
