Secretary of state will aposstile it. The place where I stay it took a week, it a simple process but you need to mail all docs and also send a stamped return envolope. You can drop of in the morning and pickup in the evening for that you need to travel to state capital and stay whole day there and its not guranteed that they will appstille by evening.
