High tide time most likely, so her body might have been carried deeper into the ocean. Almost impossible to recover the body from that situation.

It has signs of human trafficking by cartels by boat. The guy knows it either is complicit or scared of divulging details. His story of bringing her to knee deep waters and then her disappearence doesn't add up at all.

We don't know if there are any boats in the water then. No such angle appears to be looked upon by Dominican authorities. The authorities don't appear to care much as well likely paid perhaps.

you can speculate all you want, but based on facts known and friends accounts that's not the case. Police and FBI are not fools to rule this out.
