its true its based on passport number , the odds of your application getting picked in lottery is same , yes you can file multiple pettions, applicant will have option to choose his employer, for example you applied empa and emp b (it should be unrelated )just in case empa has layoffs or some thing applicant can use emp b as insurance

Even if the H1B applicant has multiple offers and submits multiple registrations, they will be treated as one entry for the H1B lottery based on the unique passport or travel document number.

Passport with current validity need to be submitted. once h1b lottery is done,  beneficiary needs to select which employer he is going to select..
