Its legal human rights.. in any country it is illegal to arrest without suspicion and valid suspicion.

If they arrest a citizen without any valid reason just based on suspicion they can sue the department which will be a big head ache. I don’t think they will touch citizens, haven’t heard any cases. Even if they approach you based on suspicion, once you tell them that you are a citizen, they will deal cautiously because they know that they can get sued or fired.

If a citizen is driving without license..forgot license at home..they are arresting them until they prove they are legally in usa
