We have taken many decisions and plans to check cross border terrorism but sensitive areas command was always split between military, paramilitary and local police. Plus on top of it, Article 370 which did not let the forces to function effectively.

Military is heavily controlled and they are restricted to the border areas and paramilitary is political based again. 

But that is about to change…The Regiment Commander is now powerful enough to take a call.
