Get 2-3 highly motivated graduate students. Get them training or find 2-3 students who completed physiotherapy. Set up clinic and advertise. Look for areas where there are not many.

Ahh you will be surprised how many physical therapists and wellness centers are there in hyd. First hand information as I am taking for neck and shoulder pain. Young with good degrees, qualified and knowledgeble and care and very through.
