Its about operators. Qualified top ppl do not go for armed services. Our economy is bigger and lot of quality cream just leaves india or work in private sector where salaries are much much higher. Suppose you are a very good pilot, you can get a very good safe job in india's domestic air industry. Top pilots will always go for middle eatsern airlines, then domestic air industry and migilina valu will go to govt. Same problem in US with govt systems lagging behind silicon valley because smartest ppl go to silicon valley. 1 Quote
