What are you talking about? They are making a law. By passing it in the house and senate. Thats how bills get passed. And in turn becomes a law.
 

How can court strike it down if it’s signed as a law by President. This is not an executive order. 
 

Only caveat is if it violates any fundamental rights. But this is not that big deal.
