Problem is that it's not possible to do that bro, just resettling people in lands which they are foreign to doesn't guarantee that they will stay there esp a place with so much cold as Kashmir plus the infrastructure there is pretty poor. Jammu vella bro akkada mostly open naala(drains), some areas you can even smell the sewage Kashmir not much different I think so not many people would go settle down there unless you offer some great incentives.
