I thought the discussion was about the capital of Andhra Pradesh that Jagan kept changing during his term and couldn't change because of High Court and Supreme Court intervention. The decision of Capital City is upon the incumbent government. So, if government changes then Capital can change. There is no fixed statute for capital. Quote
