Pretty much, all Colonies had gun use until they were banned by their "Governments". Every single rebellion in modern history had gun usage, which was why those in power always shut their doors on guns, fearing a rebellion. Indians in general are brain washed into believing "government is good, and guns are bad", when India's own history had multiple instances of rebellions that relied on guns. If individuals were given right to bear arms in India, all the land kabza cases will be resolved in matter of days. Coporators, MLAs, Ministers everyone will duck for cover. Quote

You think some deranged man could put a bullet from an elevation into a sitting and wobbling man's Jugular vein and Carotid artery in the neck? Even a military grade sniper would take an aim for 'chest shot (> surface area = more chance of success). Here that sniper was simply flexing (neck = small surface area, hard to hit and needs high precision, it's even harder than headshots). Quote
