Just because they are in USA, it doesn’t mean F1 to H1 transition will not cost them money. Staying within USA gives them no advantage. It’s still a fresh h1 application 

For any reason if H1 is denied for existing visa holders, it will be considered as new application if they reapply?

DHS will enforce the $100k requirement when entering the country starting Sep 21. Even if USCIS approved the petition, DHS can still stop them. It was a smart play to restrict entry
