Even in a seize, victory will be announced only after the fort or city gates open, not before.

Apart from some logistical challenges due to constant bombing, I don't understand why you think they ran out of their ammo.Hwasong missiles are capable of reaching out targets that are 15,000 kms away. This a NATO estimate not mine. NK tech transfered this to Iran. Khorramshahr 4 is a direct successor. I wouldn't underestimate them.
