so in your words you are saying person A as new H1 will have higher wage level against person B as renewal will have lower wage level. lets assume they both got approval for 1 year. what happens when they both go for renewal after 1 year will they be considered in two different wage levels…

Brother, either you are trying to convince yourself or your company immigration guy is incompetent. After rule passes, any new LCA[new, renewal, amendment ,transfer] will be approved based on wage levels at that time.

Already have a cousin whose FT company is asking him to work remote from a cheaper county because LCA wage levels will be less there.
