If the supreme court interprets residents to be only permanent residents and citizens....rest all assam. Reps have been waiting for this moment since decades....thy haven't had the supreme court after the INA of 1962.

Citizenship by descent will apply. US can simply push the country to accept them as citizens of their own country.
