Why even Vizag, my opinion would have been to develop an underdeveloped area with not-so-fertile land and the government having surplus lands. Developing it is important. 10 yrs gone and AP does not have a proper capital. Crying on past governments or the state division is not useful. Let's see what Baboru can do with it.
