Swapping outright makes illusion apparent for masses, which means their only perception of "power" exists no more. It results in Chaos that they can't control. Elites only allow chaos that can give an order they desire, not the other way around.

It doesn't necessarily mean a complete roll over. Doing so will create a monolith such as the Z10n1st East India company, then the Z10n1$t crown. A divided front is what keeps the perception intact, with some barter trades.
