provincial, municipal govts are allowed to as corrupt as possible, as long as they keep their population in check. Each province and municipality has its own rules and moving from one province to another is not as simple as moving between states in India.

if the lower level govts fail, then the communist party swoops in to fire the local officials and replace them.

There are special administrative regions that have more autonomy with regard to getting foreign finance, and have their own laws.

ccp doesn't really bother with running the country, and only cares about expanding China's influence in the world.

China has too many protests happening at any given point of time, and armed revolutions too, ccompared to India.
