coming 2 days before college starts can't be the reason. With so many students travelling, its probably tough to find flight tickets. 

May be USCIS or college or other authorities may have found something after stamping and may have flagged them. Probably they were questioned on these and sent back. Stamping ayyaka, reason lekunda ilantivi cheyaru. Also 21 is not a huge number compared to how many got through.
