Maybe they landed at POE with a different i20 than the one they were stamped from. Its a red flag. Convincing answer cheppakapothe secondary inspection where they can go through whatsapp chats with seniors on day 1 cpt, online classes, part time work etc.

If you want to sue USCIS for not giving them H1B approvals then prepare for consequences. Now they will be stricter than ever and put a check when coming on F1 itself.
