This clearly shows that India has been becoming better. Previously people didn't move. And then they started moving for retirement because of good medical facilities. Now with good schools people with kids are moving. Many kids are moving out still. But for those families that move now, by the time their kids get to college age, there would be awesome colleges which means that the kids don't have to move out. Don't forget that India was the world's leader for far more time than USA. Many initial institutions in USA (yale university for example) were built with money looted from India. We will become the leader again. And regarding not developing anything on its own.....that phase has already started. Will be much more evident 5 years down the line.
