No the rules are updated.The 183 day rule now applies to non indian citizens like people with OCI cards i applied in october and got it by end of december. Applied using my passport as identification document which has my USA address and then once AADHAR got approved paid 75 rupees online snd changed to my parents address in india it does take up to 180 days for the whole process
