Anna, we blame population density. Tokyo/Singapore has probably higher population density and its cleaner. We claim poverty, Sri Lanka is poorer than India but it is much much cleaner. We claim uneducation, Vietnam is also uneducated but still lot better. Personal experience, went to Sri Lanka for holiday. Did not even hear horn in colombo.
