That is meant for Diplomats not for RAW Agents...even though this is a short cut. After the Katmandu incident India stopped using this channel for RAW agents.. People who come to US for Investigating Crimes are using this channel now...

Dude every major embassy anywhere in the world will have atleast one intelligence officer. Nothing wrong with it as long as the intelligence officer stays in limits and gather information throuhg approved channels. And these people are no secret.
