Post Marriage Crisis

I had an arranged marriage 2 years back. Everything was good, but on 1st night my wife said she is not comfortable for physical relationship yet. I took it positively and thought to give her more time. However she never got comfortable and said she is afraid of pain. Its been 2 years now, we still haven't made out. There is no physical relationship. She isn't cheating and is good by nature with me but this is one thing is draining interest in our relationship. She keeps saying that sex is not important in marriage and people do live happily without it. I am not sure what to do and I feel like being stuck in kes this marriage.
