how come delhi, TN was able to implement this without much blowback? I hardly felt anything different while taking bus in madras, and I only take the cheapest fare one regularly, even though its extremely crowded.

That's because only a small portion of bus were converted into women(free) bus in Delhi and TN 

Congress just implemented it in all local buses with an eye on lok sabha elections , I am sure they will change it to a specific bus after 2024 elections are over
