ఉన్నది లేనట్లు.. లేనిది ఉన్నట్లు.. చూపించడం జగన్‌ సర్కారుకు వెన్నతో పెట్టిన విద్య. కనికట్టు చేసి భ్రమలు కల్పించడంలో ఆయనది ప్రత్యేక ముద్ర. ఇప్పటికి ఎన్నో రంగాల్లో ఇలాంటి విన్యాసాలతో గొప్పలకు పోయి బొక్కబోర్లా పడ్డ వైకాపా ప్రభుత్వం చివరికి విద్యార్థుల విషయంలోనూ అదే పంథా అవలంబిస్తోంది.

అయినా: పుస్తకాలు తీసుకుని పాఠాలు చదివేస్తున్నారు..! మధ్యాహ్నం భోజనం చేస్తున్నారు..!! బూట్లు, సాక్సులు, బ్యాగ్‌లు వంటి విద్యాకానుకలు ఠంఛనుగా తీసుకుంటున్నారు..!!!

ఇదేంటీ అనుకుంటున్నారా..?

రాష్ట్రంలోని ప్రభుత్వ బడుల్లో గత మూడు, నాలుగేళ్లుగా లేని విద్యార్థుల పేరిట కొనసాగుతున్న అక్రమ దందా..

చెప్పేది ఇది..

పిల్లలు బడికి రాకపోతే వెంటనే తల్లిదండ్రుల ఫోన్‌కు మెసేజ్‌ వస్తుంది. మూడో రోజు వాలంటీర్‌ నేరుగా ఇంటికి వచ్చి పిల్లల యోగక్షేమాలు, కారణాలు తెలుసుకుంటారు. పిల్లలను బడికి పంపే బాధ్యత తల్లిదండ్రులదైతే.. వారిని తీసుకొచ్చే బాధ్యతను గ్రామ సచివాలయ ఉద్యోగులు, వాలంటీర్లు, తల్లిదండ్రుల కమిటీతోపాటు ఉపాధ్యాయులకు అప్పగిస్తున్నాం.

జరుగుతోంది ఇది..

క్షేత్రస్థాయి పరిస్థితులు మాత్రం అందుకు విరుద్ధంగా ఉన్నాయి. పాఠశాలలు పునఃప్రారంభమైనప్పటి నుంచి గత డిసెంబరు వరకు నమోదైన విద్యార్థుల సగటు హాజరు 78.12 శాతం మాత్రమే. మిగిలిన విద్యార్థులు నిత్యం బడికి రాకపోయినా వారిని తీసుకొచ్చే నాథుడే కరవయ్యాడు. కనీసం.. వారంతా ఎక్కడ ఉన్నారన్న విషయాన్ని కూడా జగన్‌ సర్కారు పట్టించుకోవడం లేదు.

ఉన్నది లేనట్లు.. లేనిది ఉన్నట్లు.. చూపించడం జగన్‌ సర్కారుకు వెన్నతో పెట్టిన విద్య. కనికట్టు చేసి భ్రమలు కల్పించడంలో ఆయనది ప్రత్యేక ముద్ర. ఇప్పటికి ఎన్నో రంగాల్లో ఇలాంటి విన్యాసాలతో గొప్పలకు పోయి బొక్కబోర్లా పడ్డ వైకాపా ప్రభుత్వం చివరికి విద్యార్థుల విషయంలోనూ అదే పంథా అవలంబిస్తోంది. రాష్ట్రంలోని ప్రభుత్వ పాఠశాలల్లో చదవని విద్యార్థులను చదువుతున్నట్లు దొంగ లెక్కలు చూపుతోంది. ఇలాంటి విద్యార్థులు రాష్ట్రవ్యాప్తంగా 1.50 లక్షల వరకు ఉన్నట్లు అంచనా. బడి బయట ఉన్న పిల్లలు, మధ్యలో చదువు మానేస్తున్న వారిని తగ్గించి చూపేందుకే ప్రభుత్వం ఈ గిమ్మిక్కులు చేసినట్లు తాజాగా వెలుగులోకి వచ్చింది. ఉపాధి, కూలి పనుల కోసం రాష్ట్రంలో చాలా మంది వలస బాట పడుతున్నారు. దీంతో ప్రభుత్వ పాఠశాలల్లోని పిల్లలు చదువులను మధ్యలోనే మానేసి తమ తల్లిదండ్రులతో కలిసి వెళ్లిపోతున్నారు. మరికొందరు బాలికలు చిన్న వయసులోనే వివాహాలు చేసుకొని బడులను వదులుతున్నారు. వారి పేర్లను తొలగించకపోవడంతో ఇప్పటికీ అవి పాఠశాలల రికార్డుల్లో కొనసాగుతూనే ఉన్నాయి. పాఠశాల విద్యాశాఖ ఇటీవల.. ఎక్కువ రోజులుగా బడికి రాని విద్యార్థుల వివరాలను తన అధికారిక నివేదికలోని ‘చైల్డ్‌ ఇన్ఫో’ కాలమ్‌ నుంచి తొలగించి ‘డ్రాపౌట్‌ బాక్సు’లో వేసేసింది. దీంతో ‘అదృశ్య విద్యార్థుల జాబితా’ అధికారికంగా బయటపడినట్లయింది. ఒక్కో బడిలో పదుల సంఖ్యలో ఇలాంటి విద్యార్థులు ఉన్నట్లు తేలింది. ఆన్‌లైన్‌ హాజరుకు సంబంధించిన యాప్‌లో విద్యార్థులందరి పేర్లు కనిపించకపోవడంతో విద్యాశాఖ ఆ వివరాలను సేకరించాలని నిర్ణయించింది. ఈ క్రమంలోనే ‘అదృశ్య విద్యార్థుల’ సమాచారం బయటకు వచ్చింది.

• కర్నూలు జిల్లాలోని ఓ పాఠశాల రికార్డుల్లో మొత్తం 310 మంది విద్యార్థుల పేర్లు నమోదై ఉన్నాయి. వారిలో క్రమంతప్పకుండా,  అడపాదడపా వస్తున్న విద్యార్థుల సంఖ్య 239. మిగిలిన 71 మంది విద్యార్థులు గత మూడు, నాలుగేళ్లుగా పాఠశాల ముఖమే చూడటం లేదు. అయినా వారంతా ఆ బడిలో చదువుతున్నట్లు లెక్కలు చూపుతున్నారు.
• నంద్యాల పార్లమెంటు పరిధిలోని ఓ పాఠశాలలో 500 మందికిపైగా విద్యార్థులు చదువుతున్నట్లు రికార్డుల్లో నమోదు చేశారు. అందులో 37 మంది కొన్నేళ్లుగా పాఠశాలకే రావడంలేదు. అయినా 500కుపైగా విద్యార్థులకు విద్యాకానుకలు అందజేసినట్లు బయోమెట్రిక్‌లో నమోదు చేయడం గమనార్హం.
• కడప జిల్లాలోని ఓ ఉన్నత పాఠశాలలో 12 మంది విద్యార్థులు బడికి రావడం లేదు. వీరందరూ చదువుతున్నట్లు ఇంతకాలం లెక్కలు చూపారు. విచిత్రమేమిటంటే.. వీరిలో కొందరు ఎక్కడ ఉన్నారో ఉపాధ్యాయులకే తెలియదు. ఈ ఉదాహరణలు మచ్చుకుమాత్రమే. రాష్ట్రంలోని అన్ని పాఠశాలల్లోనూ ఇదే పరిస్థితి నెలకొంది.
• 2022-23లో పదో తరగతిలో ఫెయిల్‌ అయిన 1.23 లక్షల మంది విద్యార్థుల్లో 1.03 లక్షల మంది పునఃప్రవేశాలు పొందినట్లు అధికారులు లెక్కలు చూపుతున్నారు. ప్రధానోపాధ్యాయులపై అధికారులు ఒత్తిడి తెచ్చి విద్యార్థులతో పరీక్ష ఫీజు కూడా కట్టించారు. వీరిలో 10 శాతం కూడా రెగ్యులర్‌గా బడికి రావడం లేదు. అయినా.. అధికారులు వీరికి విద్యాకానుకలు ఇచ్చినట్లు చెబుతున్నారు.

ఉన్నతాధికారుల ఒత్తిడితోనే

పిల్లలు బడికి వచ్చినా, రాకపోయినా రిజిస్టర్లలో పేర్లు నమోదు చేసుకొని చైల్డ్‌ ఇన్ఫో విభాగంలో చూపాలంటూ అధికారులు గతంలో ప్రధానోపాధ్యాయులపై ఒత్తిడి తెచ్చారు. ‘డ్రాపౌట్‌ బాక్సు’లో ఉన్న బడికి రాని విద్యార్థుల వివరాలను వెనక్కి తీసుకోవాలని, వారిని కూడా బడుల్లో చదువుతున్నట్లుగానే నమోదు చేసుకోవాలని మౌఖికంగా ఆదేశాలిచ్చారు. దీంతో ఉపాధ్యాయులు అందరి పేర్లను చైల్డ్‌ ఇన్ఫోలో నమోదు చేశారు.

9 లక్షల విద్యాకానుకలు ఎటెళ్లాయి..?

ప్రభుత్వం 2021-22, 2022-23, 2023-24 విద్యాసంవత్సరాలకు కలిపి రికార్డుల్లోని పిల్లల కంటే అదనంగా 7.59 లక్షల విద్యాకానుకుల కిట్లను  కొనుగోలు చేసింది. రాష్ట్రంలో పదో తరగతి పునఃప్రవేశాలతో కలిపి బడికిరాని విద్యార్థుల సంఖ్య దాదాపు 1.50 లక్షల వరకు ఉంటుంది. రికార్డుల్లోని పిల్లలకంటే అదనంగా కొనుగోలు చేసిన 7.59 లక్షలతోపాటు పాఠశాలల్లో లేని 1.50 లక్షల విద్యార్థుల విద్యాకానుకల కిట్లు ఏమయ్యాయి? ఎవరి ఖాతాల్లో జమ అయ్యాయి? అన్న ప్రశ్నలు ఉత్పన్నమవుతున్నాయి. ఈ విద్యాసంవత్సరంలో  ఒక్కో కిట్టు ధర రూ.1,960గా ఉంది. ఇలా లేని విద్యార్థుల పేరిట రూ.వందల కోట్ల ప్రజాధనం దుర్వినియోగమవుతోందన్న ఆరోపణలున్నాయి.

వసతి గృహాలకూ దిక్కులేదు..

వలసలు వెళ్లేవారి పిల్లల బాగోగులు చూసుకోవడానికి ప్రభుత్వం సీజనల్‌ వసతి గృహాలు ఏర్పాటు చేయాల్సి ఉంటుంది. జగన్‌ సర్కార్‌ వీటి ఏర్పాటునూ అటకెక్కించింది. దీంతో ఇంటి వద్ద పిల్లల్ని చూసే పెద్దదిక్కు లేక, ప్రభుత్వం వసతి గృహాలను నెలకొల్పకపోవడంతో తల్లిదండ్రులు పిల్లలను తమ వెంటే తీసుకెళ్లిపోతున్నారు. ఫలితంగా.. భావిభారత పౌరులు చదువులకు దూరమై ఉజ్వల భవిష్యత్తును కోల్పోయే ప్రమాదముందన్న ఆందోళన వ్యక్తమవుతోంది.
