Telugu medium till elementary - Start with Telugu and introduce English in 4th grade or so. Even if you are exempted like out of state /army employee/ central govt etc - make telugu as one of the subject (appropriate for their level). 

Shift to English from Middle school. 

 

Many tried to skip telugu altogether as a fashion , even in 1990 my school has many kids who used to take french/germany instead of telugu.

I believe its all about the passion and ability to learn new languages like English....

Till Intermediate (MPC) I studied in Telugu Medium...started learning English from 4th grade...I had interest in learning English, make a career with Masters, and then work...
