Retail lo minimum pay.. they have to do 2-3 jobs to make ends meet.. cost of living is way too high.. so ppl prefer to be homeless and spend whatever money they are earning on food and other basic necessities..

exactly my point. When govt gives free $$$, they will not be motivated.

If they are making $20 per hour and govt is paying them $30 per hour to make it $50 per hour, why would they try to reach $50 per hr themselves?
