Problem is not with Fed. Fed has been steady with its statment. But market making too many guesses in its favor. 

As per fed, there will be 2 rate cuts in latter part of the year depending on inflation.

those 2 rate cuts will only be used in last  resorts if 2008 like crash happens, otherwise there is no reason for them to do rate cuts if they go by inflation alone
