PM security is provided by SPG, which so formed by Act of Parliament. Till PM steps down, they will be accorded this level fo security. 

More over, The chopper might have owned by IAF/Indian Army but may have operated for SPG. 

SPG don't operate any choppers. PM can use any thing for official work not for election campaign. That is the reason he used adani charted flights during 2019 campaign.

PM can use IAF choppers but the charges need to be paid by party.

I don’t have proper info but I remember reading IAF/Defense ministry operates flights and choppers for SPG, with a different call sign. The helicopter is owned by the defence but when ever it operates for SPG, they will have a different call sign differentiating from military operations.

These are just the known incidents…Pakistan la Benazir, Monnatiki monna Imran Khan mida attempt, Bangladesh la Mujib, Sri Lanka la Premadasa…all these happen while they were in Power. Heads of states are always in danger, as long as they are elected, they should be provided with enough security cover. Military, para Military or special forces, they should have the maximum.
