Why doesn’t YCP, TDP, BRS have concept of district secretaries like in Tamil politics?

DMK and ADMK both have strong district secretaries that are responsible for keeping party stronghold in their area. 

Meanwhile Telugu parties are incredibly central command dominated while MLAs and MPs just jump around.
