Should PERM be filed while Visa stamping

SCENARIO:

I140 Approved with previous employer A

Joined Employer B , inka Perm not filed. Candidate going for Stamping.

6 Years cap completed long back. 

should a candidate must have PERM filed with new employer after cap limit reached while going for Stamping?

No need of new Perm.

As long as candidate worked 6 months minimum for Employer A after  i140 approved.
